Searching a UK number for free

Not every route costs money, and not every free route actually finds anything. The practical divide is between a business number, which is nearly always published somewhere on purpose, and a private 07 mobile, which never is.
What each method returns

Do them in that order. On a business number you will be finished at step one without spending anything, and the dialling code alone often settles whether the call is worth returning at all.
The honest limit
There is no free public directory of UK mobile numbers, and there never has been. If a number has not been published by its owner, no free method will surface it. That is where a lookup drawing on licensed telephony data reaches further, and it is also where any service promising a guaranteed name for every number is promising something it cannot deliver.
Common questions
Is there a free UK reverse phone directory?
Not for mobiles. Landline numbers that are listed can be found in open directories, but UK 07 mobile numbers are not published anywhere as a matter of course.
What does the dialling code alone tell me?
Never a name, but it classifies the call instantly: mobile, geographic landline, 03 non-geographic, an expensive 070 personal number, freephone or premium rate. That is often enough to decide.
