Your phone rings once, from a country code you do not recognise, and stops before you can answer. Nothing else happens. The entire scheme depends on what you do in the next thirty seconds.
How it makes money
The number you would ring back is a premium rate international line, and the operator behind it takes a share of what your call costs. The single ring is engineered to trigger curiosity, and the profit arrives only if you return the call. Some versions then keep you holding, because the charge accrues per minute.
The cost is not on the incoming call, which is free to you. It is entirely on the call you make back.
Why it is dialled at scale
The calls are placed automatically across enormous ranges of numbers, which is why they often arrive in the middle of the night and why several people in the same household get them at once. There is nothing personal in it, and being called does not mean your number was targeted or leaked.
What to do
Do not ring back. Block the number, and if the same country code keeps appearing, ask your carrier about international call barring, which stops the return call being possible at all. If you are unsure whether a missed call was wangiri or something real, a reverse lookup will tell you what kind of line it was.

Common questions
What happens if I already rang back?
Hang up straight away and check your next bill. A single short call is usually a small amount, but if you were kept on hold it can be considerably more. Raise it with your carrier if the charge looks wrong.
Does answering the incoming call cost anything?
No. Incoming calls do not cost you, and the scheme does not work that way. Only the call you place back is charged.
Should I block every international number?
Not necessarily, since you may have real reasons to receive them. If you never do, international call barring through your carrier is the cleanest fix.
