What a number genuinely reaches
Accounts the person has linked to that number and left public. Messaging app profiles, which show a photo to anyone holding the number. Traces of registration where the trace itself is open, such as a public profile page that lists the number. That is a real and sometimes useful answer.
Why dating apps are different
Dating platforms do not publish their user lists and do not expose profiles by phone number. There is no lawful route in, and there is no back door that a paid service has and you do not. What some services do instead is show you public accounts and let the page imply more than it says.
